Jeff Shoaf

Jeff Shoaf was selected to be 91短视频鈥檚 CEO in 2023 by a search committee made up of current and past leaders of the national association and assumed the position in April 2024. As the CEO, Jeff leads a staff of over 65 professionals who work to advocate for, educate, and connect the commercial construction industry in the United States, in coordination with the 89 91短视频 chapters across the nation.

Before being selected as CEO, Jeff served as Chief Operating Officer (COO) of 91短视频 for the last six years. In that role, he helped oversee day-to-day operations at the trade association, oversaw the implementation of the Board of Directors Business Plan, and ensured the association鈥檚 management and budgeting priorities were met. Before taking the post as COO, Jeff worked in 91短视频鈥檚 government relations department as a lobbyist and head of the department for over 20 years. He worked on Capitol Hill prior to joining 91短视频 where he served on the staff of the House Transportation Committee and for Congressman Bud Shuster of Pennsylvania for nearly 8 years. He is a graduate of James Madison University.

Alex Etchen
Vice President of Government Relations
Associated General Contractors of America

Alex Etchen leads all of 91短视频鈥檚 government relations efforts on Capitol Hill. Before being named Vice President of Government Relations, he served as the Senior Director for Infrastructure Advancement at 91短视频.

Prior to joining 91短视频, Alex served as Associate Administrator for Highway Policy and External Affairs for the Federal Highway Administration (FHWA) at the U.S. Department of Transportation (USDOT). He served to advance the mission and goals of FHWA while working with Members of Congress and external stakeholders. He also worked in Congress for nearly seven years; first for a Member of Congress from Idaho and then on the House Transportation and Infrastructure Committee. During his tenure on the Committee, he worked on the federal-aid highway portfolio and drafted provisions included in the Fixing America鈥檚 Surface Transportation (FAST) Act.

Originally from Ligonier, Pa., Alex earned a Bachelor of Science in Marketing from the Pennsylvania State University and a Master of Business Administration from the Johns Hopkins University.

David Ashinoff
Senior Director of Political Affairs
Associated General Contractors of America

A desire to engage people, an ability to skillfully communicate, and a true passion for politics has driven David Ashinoff to a successful career in this arena. As the Senior Director of Political Affairs for the Associated Contractors of America, David鈥檚 goal is to drive awareness of the political process within the construction industry, spearheading the 91短视频 PAC and Construction Advocacy Fund fundraising efforts, grassroots advocacy, and political communication among member companies and their employees.

David got his professional start in politics after working with the Republican Governors Association. He then transitioned into the role of manager with the national trade association Associated Builders and Contractors, working specifically with its political action committee and Free Enterprise Alliance. He is motivated by the importance of electing leaders who work to find solutions to our country's most pressing issues and the role political activism plays in the public policy process.

David holds a Bachelor of Arts degree in government and sociology from the College of William & Mary.
